Current Policy & Research Agenda

SURGE aims to contribute to policy that seeks to increase the competitiveness of economies through modernisation and diversification. In particular the movement of economic activity towards higher value-added and niche market production.

This promotes the sustainable regeneration of both urban and rural economies by seeking to reduce dependence upon older, labour intensive industries and low skill services in areas where increased overseas competition - as a result of ongoing globalisation - has brought about a dramatic decline in employment opportunities.

Our research in this area is focused in four principle areas:

  1. The roles of mature industrial sectors and new growth industries in promoting sustainable economic regeneration, including a dedicated Motor Industry Observatory
  2. Supporting competitiveness of sectors and economies through effective public policy interventions
  3. The role of local networks in contributing to sustainable rural economic development
  4. Urban and rural connectivity through tourism, heritage and the cultural economy

Our Approach

Projects are designed to provide clients with research-led intelligence in order to inform policy and practice. We place a strong emphasis on stakeholder and end-user engagement at all stages of the research process, as well as maintaining dialogue with funders to ensure that we understand their expectations.

We have particular expertise in the dissemination of research findings through appropriate media to suit the needs of different audiences such as stakeholders and beneficiaries, as well as the academic and practitioner communities.

Our Expertise

SURGE staff are trained and have extensive experience in the use of both quantitative and qualitative research methods and are qualified in PRINCE2® project management techniques. We use electronic survey tools and analytical software designed to provide clients with information that is current, accurate and robust.

Particular strengths lie in the following areas:

  • Interrogation and analysis of published literature (both policy and academic)
  • Quantitative analysis and mapping of labour market intelligence, employment and population data
  • Triangulation of quantitative data and secondary evidence through qualitative stakeholder and beneficiary engagement in order to provide a robust evidence base
  • Provision of strategic advice, policy recommendations and action plans informed by a strong evidence base
